Can Egypt's Troubled Elections Produce a More Democratic Future? [English]. 2005. [brief description]

This paper argues that the Mubarak regime has three choices: to resort to escalating repressive measures, to accept the new role of the Brotherhood and integrate it fully, or to accommodate it in a rather cautious way. Given the new weight of the Brotherhood as the dominant bloc within the opposition camp, the movement might be tempted to press for immediate political gains, which could raise acute policy dilemmas for the Egyptian government, the U.S. and others.

This paper focuses on the relationship between religious authority and political authority as it unfolds and outlines the motivations, interests, strategies, and agendas of the institutions that represent and speak for Islam and those that represent the state and act in its name.

Nathan Brown, Michele Dunne, and Amr Hamzawy assess the current state of democratic reforms and the potential for transition in Egypt. They recommend a number of steps the U.S. can take to strengthen the chances for political reform and salvage previous U.S. efforts towards democracy promotion in the Arab world.
