Structures of the Arab Parliaments: Comparative Study
by Dr. Wassim Harb

The Parliament
The council of the parliament:

The parliament’s structure, generally consists of the speaker, the deputy speaker, the parliamentary office and the parliamentary committees.

Some Arab states (Emirates, Egypt), recognized a division called “parliamentary division”, that’s main task is to coordinate the country’s relations with other Arab & foreign parliaments.

Most of the Arab states recognized a council named “Parliamentary secretariat-general”. Others recognized another council named “the general secretariat of the parliament”, its mission is to supervise on the administrative work and the editing in the parliamentary sessions.

On the other hand some Arab states, noticed independent organizations that are attached to the parliament, such as the “bureau of calling to account” (different names are adopted).

In Egypt the “socialist general attorney” was established, its mission is to take all the necessary measures for the protection of people’s rights, society’s security, the political regime and the principles of socialism.

Now, we will discuss the following subjects:
1- The parliament’s speaker
2- His functions
3- The formation of his office
4- The parliamentarian committees
5- Their way of functioning
