by Dr. Wassim Harb The parliament Parliamentary committees: The Arab countries have noticed parliamentary committees that are specialized in certain fields, but generally having the mission of preparing the functions of the parliament’s general assembly. These committees play an important and efficient role in the parliament’s functions. The Arab states have noticed the formation of permanent committees from the members of the parliament in addition to the possibility of forming temporary committees, subcommittees, and special committees without any mention to their titles. In all the Arab states there are 102 permanent committees (see index), whose missions have been appointed. These committees can also form joint committee. We noticed a harmony between the Arab countries, concerning the purpose for which the committees have been formed, although their names and structure differ. (See index). So we’ve classified these committees in 20 categories, adopting the most general terms. We have to mention here that in some states a certain committee can be classified under more than one category. Moreover some states (Saudi-Arabia, Iraq, Palestine, Algiers) have mentioned the formation of permanent committees but without giving them any title. For more clarification refer to (figure T4). We also noticed that these permanent committees don’t cover all the work fields. For this reason some states have noticed the possibility of forming subcommittees or unnoticed permanent committees. This comparison table also shows the states where the committees are elected and those where they are appointed. We’ve made another comparison table that shows the regulations for the committee audiences (see fig T5). This table contains the types of the audiences (closed, public), the quorum of the audiences (absolute majority, or relative majority) and the rules for attending an audience (either from the concerned minister or any deputy or the members of the committee) |
