by Dr. Wassim Harb The Senate Organizations of the senate: These organizations in the Arab states are formed of the senate’s president its office and committees. First we’ll begin with the senate’s president. We’ve organized a comparison table dealing with this subject (see fig. T22)and showed the cases where the senate’s president is either elected or appointed, in addition to his term, his missions from administrative (maintenance of order, detention of sessions, permitting speech, leading the sessions), reglementary (inviting both legislative councils to meet, leading this joint meeting, presenting an annual report to the head of the state) and constitutional (taking over the tasks of the head of the state in case of vacancy, the supreme council that prosecutes presidents and ministers). As for his office , it’s been dealt in this same comparison table where we’ve shown the cases in which the senate’s president, his deputy, his assistants and the general secretariat are either elected or appointed. We’ve also included some of the council’s missions from forming delegations to preparing reports. As to the senate's committees (see fig. T23) we’ve shown the cases where these committees are either elected or appointed. Then we’ve numbered the types of these committees (permanent, joint) and their term, in addition to mentioning the type (closed, public), the quorum and the attendance of their sessions. |
