by Dr. Wassim Harb The Senate The senate's functions's functions: The senate possesses legislative, political (questioning and supervision) and financial functions. For the legislative and financial functions (see fig. T26) we’ve made a comparison table showing the role of the Senate in suggesting laws and discussing them. As well as in verifying legislative decrees and examining the international treaties and the general budget. In all these missions the senate is similar to the parliament. We’ve prepared another comparison table to show the political, constitutional and reglementary functions of the senate (see fig. T27). The political functions are: debating the cabinet policy, addressing questions and inquiries to the cabinet, presenting comments and examining of the people’s complaints .It’s noticeable that the withdrawal of confidence from the government is not part of the senate's missions, for this mission belongs to the parliament. This table also shows the senate’s constitutional functions in examining the amendment of the constitution which coincides with the parliaments’ functions. In this same table we can also find the Senate’s reglementary functions, in presenting reports to the head of the state, discharging a member of the senate and participating in forming the supreme council that prosecutes presidents and ministers. This table finally shows the electoral functions of the senate in electing the head of the state and his deputy. |
