Legislative Functions of the Arab Parliaments: Comparative Study

The Egyptian Case:

This section aims at shedding light on the legislative performance of the Egyptian parliament (called Majlis Ash-Shaab, literally meaning “People’s Council”) during the 1990-2000 period, which covers the parliament’s two legislative phases: the sixth legislative phase (1990-1995) and the seventh legislative phase (1995-2000).

The analysis in this section begins by presenting the government’s and parliament’s roles in the legislative process in accordance with what the constitution and parliament’s by-laws stipulate. The section then proceeds to present the parliament’s legislative activity in general terms in the sixth legislative phase, considering the conclusion of its constitutional period (5 years) and considering the availability of detailed reports regarding this matter. The study then presents the parliament’s legislative activity in the current legislative phase (the seventh) through a detailed tracing of this activity in each of its completed sessions (from the first to the fourth) and finally tracing the second stage of the fifth session (the current one).
